PROBLEM TO BE SOLVED: To reduce processing load of a system and to reduce a response time.SOLUTION: A data request system 1-1 is provided with: a list of service access control storage part 15 which stores a list of service access control including at least one service access control rule for determining whether or not it is possible to request data operation of a user with respect to a plurality of data providing systems 2-1, 2-2; a service access control determination part 13 which determines whether or not it is possible to request data operation of a user on the basis of each service access control rule of the list of service access control; and a service providing part 11 which executes the service access control determination part 13 with respect to each data operation candidate of a list of data operation candidates showing data operation candidates for services provided by a plurality of data providing systems according to a data operation candidate acquisition request from the user, and returns data operation candidates that are determined to be permitted by the service access control determination part 13.
