Provided is a hot rolling steel sheet manufacturing method capable of improving quality of a hot rolled steel sheet by reducing heat in a slab. According to an embodiment of the present invention, the hot rolling steel sheet manufacturing method includes a step of forming a slab by continuously casting molten steel; a step of forming a primarily rolled material by primarily rolling the slab; a step of performing induction heating on the primarily rolled material; and a step of forming a secondarily rolled material by secondarily rolling the primarily rolled material; and a step for forming the hot rolled steel sheet by cooling the secondarily rolled material.
