The present invention relates to a system for offering a recording image and a method thereof capable of offering an image file recorded in an image recording device such as a black box and, more specifically, to a system for offering a notarization recording image and a method thereof capable of storing and managing image files for each image recording device by encoding the image files photographed in the image recording devices using a cloud service in order not to forge the image files; notarizing whether or not the managed image files are genuine; and offering the image files by determining whether or not an image file requester who requests the downloading of an arbitrary image file is a legal requester.
