PURPOSE: A heat insulating complex sheet structure for a roof panel on which an uneven part is formed and a waterproofing method using the same are provided to allow a user to easily perform a waterproofing work in a part to which the waterproofing method is difficult to be applied due to the uneven part in insulation construction or waterproofing construction in case of the roof panel on which the uneven part is formed. CONSTITUTION: A heat insulating complex sheet structure (100) for a roof panel on which an uneven part is formed includes a heat insulating sheet layer (112), a mixed fabric sheet layer (200), and an acryl base top coating layer (114). The heat insulating sheet layer is piled on the bottom surface. The mixed fabric sheet layer is formed on the heat insulating sheet layer. The mixed fabric sheet layer includes a cotton fabric sheet, a styrene butadiene rubber (SBR) latex film layer, and an SBR coating layer. The acryl base top coating layer is formed on the mixed fabric sheet layer.
