PROBLEM TO BE SOLVED: To enable delivery of downlink data in broadcast communication to a level not affecting the operation of an end station without producing congestion even in the case of a large number of end stations.SOLUTION: In a radio communication system including a base station and end stations, performing communication by time division multiplexing, and a collection control device connected to the base station, the collection control device includes: a receiver unit for receiving uplink data from an end station received by the base station; based on the received uplink data, a control unit for setting the multiplicity of downlink data from the base station to the end station, according to the ratio of the number of uplink data reception from the end station to the total number of the end stations; and a transmitter unit for transmitting the downlink data having the set multiplicity to the base station. |
