An apparatus for measuring hydroxyl radicals according to an embodiment of the present invention measures hydroxyl radicals generated by irradiation of ul traviolet rays on a liquid to be treated that is flowing in a passage on which an ultraviolet lamp is disposed. A branching means has a branch passage for branching the liquid to be treated before irradiation with ultraviolet rays from the passage, part of the branch passage being disposed at a position where the ultraviolet rays can be irradiated on the liquid to be treated that is present in the passage. A reagent addition means adds a reagent for hydroxyl radical measure ment to a branched stream of the liquid to be treated. A measurement means irradiates ultraviolet rays on the branched stream of the liquid to be treated, and measures the generated amount of a hydroxyl radical on the basis of a chan ge in the reagent for hydroxyl radical measurement before and after the irradiation of ultraviolet rays.
