This wireless parameter control device, which determines the cells belonging to a cooperative group that is the subject of cooperative control of wireless parameters, determines for each cell an influence cell that is a cell of which the communication characteristics are influenced by a change in the wireless parameters of said cell, and associates the cells with the respective influence cells. At least one cell is caused to be the subject of interest, and using the association, the influence cells of the at least one cell and/or influencing cells that are cells having the at least one cell as influence cells are considered candidates for a cooperative group to which the at least one cell belongs, and the cooperative group is formed from all or a portion of the cooperative group candidates.
