The present invention relates to the field of communications. Provided are a method and a device for determining a coordinated multi-point (CoMP) user, so that when a user equipment (UE) cannot measure a downlink reference signal power value of a neighboring cell, a base station can determine that the UE is a CoMP user. The method comprises: a base station determining whether a first downlink reference signal power value of a neighboring cell of a serving cell of a UE is acquired (S101); if the first downlink reference signal power value is not acquired, the base station acquiring a first uplink reference signal power value of the neighboring cell of the serving cell of the UE and a second uplink reference signal power value of the serving cell (S102); the base station determining a first coordinating base station according to the first uplink reference signal power value and the second uplink reference signal power value (S103); and if the first coordinating base station comprises a base station that serves the neighboring cell, the base station determining the UE as a CoMP user (S104). The embodiments of the present invention are used for determining a CoMP user. |
