The task of the present invention is to provide a method of manufacturing a composition for forming a coating-type transparent film with high storage stability capable of forming a transparent film having high transparency, high refractive index, low haze, strong heat resistance, and a wide range of film thickness at low temperatures. To resolve the task, the present invention provides a method of manufacturing a composition for forming a coating-type transparent film which includes a process of mixing (A) metal alkoxide, (B) alcohol, (C) water, and (D) salt acquired by reacting strong acid and at least one selected among a compound represented by the chemical formula (D1) and a nitrogen-containing heterocyclic compound. [In the formula (D1), R1 to R3 are independently hydrogen, an aliphatic with a carbon number 1 - 20, or an aromatic base with a carbon number 4 - 20.
