Disclosed are a device and a method for predicting an interlayer structure for high speed encoding of a scalable video. The method for predicting an interlayer structure for a multi-layered video according to the present invention includes the steps of: determining a reference block to compart a frame of a reference layer of a location corresponding to an improvement block to compart a frame of an improvement layer; and determining a limit depth of the improvement block with reference to structure information in which the determined reference block is divided. A device for interlayer encoding/decoding for a multi-layered video according to the present invention comprises: a corresponding block determination unit to determine a reference block to compart a frame of a reference layer of a location corresponding to an improvement block to compart a frame of an improvement layer; and a block structure reference unit to determine a limit depth of the improvement with reference to structure information in which the determined reference block is divided.
