Disclosed are a composite material prefabricated member, a preparation method thereof, and a composite material. The composite material prefabricated member comprises a plurality of guide sleeves and fibers wound among the guide sleeves. The fibers are in a flat strip shape and are laid along gaps among the guide sleeves to form a plurality of overlapped laying layers, strip surfaces of the fibers extend in the laying layers, and an extending direction of the guide sleeves crosses the laying layers. By means of the technical solution of the present invention, the fibers are laid along the gaps among the guide sleeves to form a plurality of overlapped laying layers, the strip surfaces of the fibers extend in the laying layers, and the extending direction of the guide sleeves crosses the laying layers; therefore, the gaps are relatively small, the thickness of the prefabricated member can be designed according to the number of layers of the overlapped fiber bundles by using such a laying manner, and the wound fibers greatly improve the fiber volume content of the composite material prefabricated member, which greatly improves the mechanical property of the composite material prefabricated member.
