The present invention selects with high accuracy a file very likely to be used at location that represents an external destination for a user. A file selection syste m is provided with a terminal device (1a) and an information processing devi ce (1b). The terminal device (1a) transmits, to the information processing devi ce (1b), a file and a usage history that includes information regarding the position at which the file was used. The information processing device (1b) receives the file and the usage history transmitted by the terminal device (1a) and determines, on the basis of the usage history, the range of locations that includes the po sition at which the file was used. The information processing device (1b) manages the location and the file in correlation with each other. Then, the infor mation processing device (1b) selects a file corresponding to the location to which the terminal device (1a) is expected to move and transmits the selected file to the terminal device (1a).
