Disclosed are a channel resource allocation method, device, base station and user equipment (UE), the method comprising: determining the load information of a cell; when the cell is determined to be congested according to the load information, allocating the channel resource allocation information for a new UE accessing the cell, the channel resource allocation information containing: a first dedicated physical channel pilot (DPCH Pilot) bit transmission power offset, and/or, a first Pilot bit number, the first DPCH Pilot bit transmission power offset being less than the DPCH Pilot bit transmission power offset allocated for the UE in a non-congested state, and the first Pilot bit number being less than the Pilot bit number allocated for the UE in a non-congested state; and transmitting the channel resource allocation information to the new UE. When the cell load is high, the transmission power occupied by a downlink DPCH channel can be reduced, thus improving the downlink throughput of the cell, and reducing call drop rate. |
