A method, an apparatus, and a system for adjusting user service access. When it is determined by using a control management system that user balance information of a terminal device is overdue or an insufficient balance, if an Internet service accessed by a user needs charging, it is determined that an access request of the terminal device needs to be redirected, thereby implementing corresponding adjustment on service access initiated by the user according to a data service tariff condition of the user, so as to ensure operational safety of a data service tariff and at the same time improve user experience.
