The simulation implementation unit 34 performs simulation by varying the values of plural control parameters relevant to abnormal factors, and extracts at least one set of plural control parameter values that does not cause an action state of a robot 2 to be regarded as being abnormal. The control parameter designation unit 35 designates the values of the plural control parameters according to the result of the simulation.
