<p>The present invention relates to a manufacturing method of ultra-low carbon steel which uses an electric furnace process that manufactures steel by melting scrap to manufacture steel, wherein the ultra-low carbon steel extremely limits carbon content therein; and which comprises: a step of firstly refining molten steel by blowing oxygen into the molten steel manufactured by melting the scrap inside the electric furnace; a step of secondly refining the molten steel in a ladle furnace (LF) by tapping the blown molten steel into a ladle (L); a step of deoxidizing the molten steel to have a predetermined oxygen content by injecting a deoxidizing agent into the molten steel while vacuum-degassing the secondly refined molten steel by transferring the secondly refined molten steel to vacuum-degassing (VD) equipment; and a step of transferring the molten steel completed in vacuum-refining.
