<P>PROBLEM TO BE SOLVED: To solve a problem such that an elastic seal is at extremely high risk of plastic deformation with time since high compressive force regularly acts on the elastic seal over a long period of time although it can improve the seal function of a refill in addition to prevention of looseness of a cap, and the plastic deformation disables the effect of preventing the looseness of the cap since not only the cap is loosened, but also the elastic effect of the elastic seal cannot be obtained once the cap is separated from a tip holder. <P>SOLUTION: The shaft body 4 includes a soft member attached to a shaft cylinder 1, the soft member being compressed by a plug body attached to the shaft cylinder.
