In the present invention, disclosed is a method and an apparatus for estimating a low power motion vector. According to the present invention, an apparatus for estimating a motion vector between a present frame and a reference frame includes a group classification unit for classifying pixels of the present and reference frames into a plurality of groups by using binary images and constraint mask (CM) binary images for each of the present and reference frames; a number of non-matching points (NNMP) calculating unit for calculating NNMP by adding mutually different weights according to groups of pixels included in a macro-block of the present frame and pixels of corresponding regions between the reference frames; and an MV determining unit for determining the motion vector by using a displacement when the NNMP is minimized.
