PROBLEM TO BE SOLVED: To provide a video signal processing apparatus and a camera apparatus that can display a video that is easy for viewers to watch. SOLUTION: A video signal processing apparatus 10 includes: a video segmentation section 11 for segmenting a video signal of ultrahigh definition standards output by a video signal processing circuit 113 according to a segmentation position signal input from a video segmentation position computation section 13; a downconverter 12 for converting the video signal of ultrahigh definition standards to a video signal of high definition standards to output it to a viewfinder 118; and the video segmentation position computation section 13 for receiving an acceleration signal input from an acceleration sensor 117 and a focal length signal input from a focal length sensor 123, and if the acceleration of a camera head 100 exceeds an acceleration threshold or if the rate of change in the focal length of a zoom lens 121 exceeds a change rate threshold, instructing the video segmentation section 11 to perform video segmentation so that an appropriate acceleration or rate of change is obtained.
