A light extracting member for an organic electroluminescent element, to be provided on a side for extracting light emitted by the organic electroluminescent element, wherein a light extracting surface of the member has a concave-convex structure, the concave-convex structure is configured such that a frontal intensity and an integrated intensity of light output from the light extracting surface of the member, when light emitted by the organic electroluminescent element enters a light entering surface of the member, are each greater by a factor of 1.3 or more than a frontal intensity and an integrated intensity of light output from a light extracting surface of a virtual member having a flat light extracting surface, when light emitted by the organic electroluminescent element enters a light entering surface of the virtual member, and the light extracting member satisfies the following conditions of (A), (B), and (C), when applying light to the member from a planar light source arranged in parallel with the light entering surface of the member: (A) Equation (1): I(35°)/I)(70°)>5 is satisfied wherein an intensity of light output from the light extracting surface in a direction having an angle θ° with a normal direction of the light extracting surface of the member is I (θ°); (B) the member having a haze value of 60% or more; and (C) the member having a total light transmittance of 60% or more.
