The present invention provides a heat-curable silicon resin sheet capable of easily and uniformly dispersing phosphors on the surface of an LED element and reducing glaringness by a light diffusion effect, a method for manufacturing a light emitting device using the same, and an encapsulated light emitting semiconductor device. The heat-curable silicon resin sheet according to the present invention includes at least two layers that are: a layer (2) which includes a heat-curable silicon resin composition with phosphors in a plastic solid or plastic semi-solid state at room temperature and a layer (1) which includes a heat-cured silicon resin composition with white pigments.
