An integrated preheating module of a solid oxide fuel cell system according to the present invention includes: a combustor for generating waste heat by combusting catalyst gas comprising waste air and waste gas discharged from a stack; an air preheater for heating air using the waste heat of the combustor to supply the heated air to the stack; and a fuel preheater for heating a fuel using the waste heat of the combustor to supply the heated fuel to a reforming device.
