The present invention relates to a water circulation system installed on closed ponds, rivers, reservoirs, lakes, sea, etc. where water does not circulate smoothly, to purify water, and inhibit the generation of algae and red tide by circulating water forcibly. The present invention provides a double spin water circulation system having improved water circulation efficiency between a surface layer and a middle layer which is composed to maximize the effects of water purification and prevent the generation of algae and red tide by rotating a rotary buoyancy part of a surface layer part and an underwater rotary blades of a middle layer part together using the natural energy of sunlight as a driving power, thus circulating water more smoothly between the surface layer and the middle layer so as to solve the problem of a traditional water circulation system which decreases the efficiency of water circulation by not circulating water on a surface layer, a middle layer and a bottom layer simultaneously and with no effects of water purification.
