A high-phosphorus hot rolled steel having superior impact property which comprises C: 0.05~0.3%, Mn: 0.5~3.0%, P: 0.1~0.2%, B: 0.005~0.015%, N: 0.01% or less by weight%, and residual consisting of Fe and other inevitable impurities, and has a surface integral ratio of a bainite structure equal to or greater than 70%, and a manufacturing method for the same are provided. According to the present invention, a structural steel with superior impact property and competitive price can be provided by using a low grade and low price iron ore of high P without requiring a dephosphorization process. |
