The present invention relates to a submerged separation membrane water purification treatment apparatus and a submerged separation membrane water purification treatment method. The water purification treatment apparatus includes a water collection tank that discharges raw water which flows in; a separation membrane tank that is provided with a submerged separation membrane and filters the raw water which is discharged from the water collection tank as treating water and treated water; a concentrate water tank that concentrates the treated water which is discharged from the separation membrane tank and supplies the concentrate water to a fiber filter; and the fiber filter that re-filters the concentrate water which is supplied from the concentrate water tank. The water purification treatment method includes a water collection step for collecting raw water; a separation membrane filtering step for filtering the collected raw water into treated water and treating water; a step for recovering the treated water as concentrate water; and a step for re-filtering the concentrate water with a fibrous filter. The water purification treatment apparatus and the water purification treatment method are excellent in process efficiency, highly economical, and eco-friendly with a high raw water recovery rate.
