The present invention relates to steel containing phosphorous with high strength and high toughness. In particular, the steel containing phosphorous in a novel concept contradicts a common notion that when a large amount of phosphorus is added to steel, the steel becomes brittle. According to an embodiment of the present invention, the steel containing phosphorous comprises 0.05-0.3 weight% of C, 0.5-3.0 weight% of Mn, 0.05-0.2 weight% of P, 0.1-0.5 weight% of Mo, and the remainder consisting of Fe and inevitable impurities. The steel containing phosphorous may have a tissue having the sum of area fractions of ferrite and pearlite 80% or more.
