PROBLEM TO BE SOLVED: To provide a service which enables a user to relatively easily select a facility for a plurality of users.SOLUTION: An administrative server 1 comprises a computer and provides users with a service for a predetermined target. A program of the administrative server controls the computer to function as: a position information acquisition unit 12 which can acquire position information of reference points of the users and position information of facilities related to the predetermined target; a center point locating unit 15 which, on the basis of the position information of the reference points of target users among the all users, can locate a center point of the reference points of the target users; a target facility determination unit 16 which can determine facilities whose distances to the center point are equal to or less than a predetermined value, as target facilities for the target users; and a display information generation unit 17 which can generate facility display information including information representing display target facilities that are a part or all of the target facilities for the target users.
