<p>PROBLEM TO BE SOLVED: To perform radio relay for an insensitive zone, with a simple configuration.SOLUTION: A relay radio apparatus 2 is capable of performing radio communication with the outside, comprises a sound recording and reproducing unit 27 for storing a received call content, and transmits a call content to the outside every time the call content is stored in the sound recording and reproducing unit 27. A selection computer 3 comprises: a map database 31 for storing positional information on an allocatable location to which the relay radio apparatus 2 can be allocated; a sensitive zone database 32 for storing sensitive zone information showing a region in which each geographical position can perform radio communication; and a selection task 35 for selecting an allocatable location capable of performing relay between a more larger number of mobile radio machines 102 and a base radio machine 101 as an allocation location, by allocating the relay radio apparatus 2 on the basis of the positional information and sensitive zone information.</p> |
