PROBLEM TO BE SOLVED: To provide a multilayer paper substrate using a pulp fiber-based raw material and capable of increasing a film thickness of the substrate beyond a certain range.SOLUTION: The invention relates to a multilayer paper substrate containing a surface layer containing a pulp fiber and a base layer containing a pulp fiber and a granular filler, and having a median diameter of the granular filler in terms of volume of 10μm to 3 mm and the percentage content of the granular filler of 8 to 50 mass% based on the total mass of the base layer.
