Provided in the present invention is a gas hydrate forming apparatus forming a gas hydrate of a particle form manufactured under a high pressure into a pellet easily stored under a room pressure without the loss of the gas. The gas hydrate forming apparatus according to an embodiment of the present invention comprises a stirrer stirring the gas hydrate, and a forming machine connected to the stirrer and forming the gas hydrate into a pellet. The forming machine moves to inside and outside of the stirrer and has a shaft having a penetrating forming hole filled with the gas hydrate. The gas hydrated filled in the forming hole is extruded to be formed into a pellet.
