PROBLEM TO BE SOLVED: To solve the problem that there remains an area which is not yet discriminated on hyper-spectral data.SOLUTION: A mixing section 121 generates mixed spectral data 113 based on tree-based spectral data for each tree species in tree spectral data 111 and soil-based spectral data for each moisture content in soil spectral data 112. A determining section 123 performs matching process based on each mixed spectral datum in the mixed spectral data 113 and spectral data for each measured area in hyper-spectral data 114, determines tree species living in each measured area, and reflects the determination result on image data in the hyper-spectral data 114.
