The present invention discloses a secondary battery characteristic measuring device for correctly measuring the characteristics of a secondary battery, such as the state of charge (SoC) of a secondary battery and degree of degradation due to a decrease in durability. The present invention includes: a signal generator for generating a voltage signal to apply the voltage signal to a secondary battery; a current detector for measuring an output current of the secondary battery, wherein an intensity and period of the output current are changed according to the voltage signal applied by the signal generator; a phase and impedance detector for analyzing a time difference between waves of the voltage signal generated by the signal generator and waves of a current signal measured by the current detector to detect a phase difference and for calculating impedance of a cell of the secondary battery corresponding to a frequency (period) generated by the signal generator using the phase difference to detect the actual part and the virtual part of the impedance; and a characteristic determination unit for applying the actual part and the virtual part of the impedance detected by the phase and impedance detector to a given characteristic table to determine the characteristics of the secondary battery. |
