PROBLEM TO BE SOLVED: To control charging/discharging of a secondary battery in such a manner that both a charging rate and a voltage of the secondary battery do not exceed operational ranges.SOLUTION: On the basis of charging rates and voltages of cell batteries 111-1 to 111-M, an index determination section 143 determines whether to use a charging rate or a voltage as an index for determining charge/discharge power of battery packs 110-1 to 110-N. On the basis of the index determined by the index determination section 143, a charge/discharge power determination section 144 determines the charge/discharge power of the battery packs 110-1 to 110-N in such a manner that a total of the charge/discharge power of the battery packs 110-1 to 110-N becomes equal to power calculated by a smoothing power calculation section 130.
