The present invention relates to a charging apparatus of an electric dust collection system and a charging method using the charging apparatus. More specifically, the charging apparatus equipped in an electric dust collection system for charging the dust contained in the outside air flowed into the electric dust collection system comprises: a metallic body including a suction part allowing the outside air including dust to flow in and a vent allowing the charged outside air be discharged; and a carbon fiber brush equipped in the internal space of the metallic body and composed of a plurality of carbon fiber bundles having a specific polarity, thereby charging the dust included in the outside air introduced into the suction part.
