PROBLEM TO BE SOLVED: To provide a method of manufacturing a semiconductor light-emitting device capable of forming an expression color with little variation in color.SOLUTION: There is provided a method of manufacturing a semiconductor light-emitting device comprising: a first sealing step of injecting a first sealing agent not containing predetermined inorganic particles into a light-emitting element package; a second sealing step of injecting a second sealing agent containing predetermined inorganic particles and a thermosetting resin, and causing the inorganic particles to precipitate in a predetermined region and disperse evenly; and a heat-treatment step of curing a first thermosetting resin and a second thermosetting resin.
