PROBLEM TO BE SOLVED: To provide a stator and a rotating electric machine capable of improving cooling efficiency while maintaining a contact state between a refrigerant and a coil.SOLUTION: A stator 3 of a rotating electric machine 1 comprises: a stator iron core 5; a coil 6 wound around a stator iron core 5; a coil end 7 formed over the entire region in a peripheral direction on both end surfaces of the stator iron core 5 as a result of a part of the coil 6 projecting from both ends in an axis direction of the stator iron core 5; and an inner-periphery-side duct formation member 8 (first duct formation member) provided on an inner periphery side of the coil end 7 so as to be opposite to the coil end 7 and configured to form a duct through which a cooling oil W for cooling the coil 6 flows along the coil end 7.
