PROBLEM TO BE SOLVED: To provide an application device and an application/delivery system which can reduce burdens on an applicant and a staff member at a reception desk while strictly confirming the applicant's identification.SOLUTION: An application device 1 which is connected to an administration server 4 that manages data on a personal IC card via a communication network N, and applies for the personal IC card, comprises: a notification data acquisition unit 11 which acquires personal confirmation data from a notification 6 containing the personal confirmation data with which the identity of an applicant of the personal IC card can be confirmed; a notification data transmission unit 12 which transmits the acquired personal confirmation data to the administration server 4; a confirmation data at the delivery acquisition unit 15 which, when receiving the confirmation of the identity of the applicant from the administration server 4, acquires information related to a body of the applicant as confirmation data at the delivery used for identity confirmation at the delivery of the personal IC card; and an application transmission unit 17 which transmits the confirmation data at the delivery acquired from the confirmation data at the delivery acquisition unit 15 and the personal confirmation data to the administration server 4 to apply for creation of the personal IC card. |
