PROBLEM TO BE SOLVED: To enable connection to a specific number irrespective of whether a VoIP communication terminal can originate a call to a PSTN.SOLUTION: When a destination number coincident with a specific number is input to a caller terminal, which is a VoIP terminal, position information of the caller terminal is notified to a control device. The control device acquires identification information of an intermediary terminal located near the caller terminal, so as to be reported to the caller terminal. The caller terminal originates a call to the intermediary terminal using the identification information to connect a call and report the destination number. The intermediary terminal originates a call to the destination number, to connect between voice communication with the caller terminal and voice communication with the called party of the destination number when the called party of the destination number answers.
