An apparatus for assigning resource blocks of an air interlace to a plurality of different receivers, comprises: a first quality of service processor (101), wherein the first quality of service processor (101) is configured for assigning priorities to a first group of receivers associated with the first quality of service processor (101); a second quality of service processor (102), wherein the second quality of service processor (102) is configured for assigning second priorities to a second group of receivers, the second group being different from the first group; and a scheduler (105) for scheduling individual resource blocks to the first group of receivers and the second group of receivers based on the assigned first and second priorities.
