This image encoding method includes: division of an image into multiple slices; a generation step of generating a first flag when the pixel to be referenced by the current slice to be encoded is included in a first slice which is adjacent to the upper or left side of the current slice and generating a second flag when the pixel to be referenced is included in a second slice which is adjacent to the lower or right side of the current slice, said first flag indicating permission or prohibition of referencing the pixel to be referenced, and said second flag indicating permission or prohibition of referencing the pixel to be referenced and being different from the first flag; and a filtering step of filtering the boundary between the current slice and the adjacent slice to the current slice. In the filtering step, the filtering is applied to a first boundary between the current slice and the first slice when the first flag indicates permission, and the filtering is applied to a second boundary between the current slice and the second slice when the second flag indicates permission.
