Disclosed are a method and system for cognitive radio systems to compete spectrum resources. When a CR system detects that interference occurs on a working frequency band resource, an emission parameter of this CR system is adjusted, so as to force other CR systems on the working frequency band resource to withdraw from a working frequency point. Thus, when the CR system determines that interference occurs on a used blank frequency band resource, the blank frequency band resource is not directly abandoned, so as to prevent a user in an interference system from innocently performing spectrum handover, and to improve the performance of the interference system.
