PROBLEM TO BE SOLVED: To obtain a flexible polyurethane foam which is improved in compressive residual strain under wet heat conditions and has a good touch feeling.SOLUTION: The polyurethane foaming composition comprises: (A) a polyisocyanate; (B) (B1) a polyol and (B2) an active hydrogen-containing compound containing water; (C) one or two or more catalysts selected from the group consisting of a monoester compound, a diester compound, a triester compound and a tetraester compound; and (D) an ethoxylate derivative having a mass average molecular weight of 1200 or less, and containing 3.2 pts.mass of the (B2) containing water, 0.5 to 20 pts.mass of a filler and 0.1 to 20 pts.mass of the (D) ethoxylate derivative based on 100 pts.mass of the (B1) polyol.
