PROBLEM TO BE SOLVED: To provide an image processing apparatus capable of suppressing consumption of toner without impairing image quality to contribute to improvement of economic efficiency in the use of an image forming apparatus.SOLUTION: An image processing apparatus 40 includes: a dither processing unit 54 that performs dither processing by using a dither matrix 60 provided in advance to obtain binarized image data 62; a determination unit 56 that determines whether to give or thin out dots to the binarized image data 62 by using a collation pattern; and an output image data creation unit 58 that makes corrections on the image data 62 on the basis of a determination result of the determination unit 56 to obtain output image data.
