[Problem] To provide: a piezoelectric actuator having reduced noise caused by the vibration of a piezoelectric element; a piezoelectric vibration device; and a mobile terminal. [Solution] This piezoelectric actuator (1) has: a piezoelectric element (10) comprising a laminated body (14) having an internal electrode (12) and a piezoelectric layer (13) laminated therein, and a surface electrode (15) electrically connected to the internal electrode (12) on one main surface of the laminated body (14); a flexible substrate (2) electrically joined to the surface electrode (15); and a reinforcing plate (3) fixed to an area above the flexible substrate (2) and overlapping the piezoelectric element (10). A bent section (31) is provided in the reinforcing plate (3).
