The purpose of the present invention is to provide an apparatus for controlling the valve timing of an internal combustion engine capable of posteriorly and easily removing a stopper even when the stopper is fixed to the inside of a motor output shaft of an electric motor. The apparatus for controlling the valve timing of an internal combustion engine is equipped with a stopper (55) which is press-fitted into the inner periphery of a small diameter part (13b) of a motor output shaft (13) of an electric motor (12) and which includes a metal core material (56) and an elastomer (57) of rubber coating the entire metal core material. The stopper includes a through hole (56c) formed in the center of a core material body (56a), and the through hole is blocked up by a wall part (57a) of the elastomer. The apparatus for controlling the valve timing of an internal combustion engine is able to easily remove the stopper from the inside of the motor output shaft by hanging a jig and picking out the jig from the inside by boring through the wall part with the jig.
