PROBLEM TO BE SOLVED: To provide an image forming apparatus which prevents changes in toner charging property when electric resistance of a developer regulation member changes after use, and an electric resistance recovery method of the developer regulation member.SOLUTION: An image forming apparatus 100 includes: a developer carrier 41; a developer regulation member 43 having a conductive part 43a formed of a resin containing an ion conductive agent or elastomer; first voltage application means 51 for applying a voltage to the developer carrier 41; second voltage application means 52 for applying a voltage to the developer regulation member 43; and control means 111 which applies a voltage to the developer carrier 41 and the developer regulation member 43, while rotation of the developer carrier 41 is stopped. A relation between values of voltage to be applied to the developer carrier 41 and the developer regulation member 43 is opposite to a relation to be obtained during development.
