PROBLEM TO BE SOLVED: To provide a method of manufacturing a secondary web roll for a tissue paper product, which allows a chemical solution to be uniformly applied to a laminated continuous sheet even at high processing speed.SOLUTION: A method of manufacturing a secondary web roll for a tissue paper product includes: a lamination step (51) of forming a laminated continuous sheet JR by stacking primary continuous sheets delivered from a plurality of primary web rolls in a continuous direction thereof; a chemical solution application step (53) of applying a chemical solution by a flexographic printing method to the laminated continuous sheet S2 transported at a tilted angle of 30 to -30° to the vertical direction; a slitting step (55) of slitting the laminated continuous sheet S2 so as to have the width of the tissue paper product or the multiple times of the width after the chemical solution application step (53); and a winding step (56) of forming a plurality of the secondary web rolls R having the width of the tissue paper product or the multiple times of the width by coaxially winding each of the slit laminated continuous sheets S2.
