PROBLEM TO BE SOLVED: To reduce partiality of a communication band due to an allocated wavelength, in a wavelength-multiple-division PON system.SOLUTION: A station side device communicating with a plurality of subscriber devices communicates with the plurality of subscriber devices using a plurality of wavelengths. Based on an effective transmission rate used by each subscriber device to communicate with the station side device, the station side device determines a wavelength for use by the subscriber device.
