An energy management device (10) comprises: a power acquisition unit (12); an instruction unit (13); an allowable value setting unit (14); and a management processing unit (15). The power acquisition unit (12) acquires the power used by a plurality of devices (30). The instruction unit (13) dictates an operation state to each of the plurality of devices (30). The allowable value setting unit (14) sets an upper limit for the amount of power per unit time determined for each time period as the amount of power allowable for each time period. The management processing unit (15) determines the operation state of the devices (30) dictated by the instruction unit (13) so that the total amount of power used by the devices (30) for each time period is maintained within the range of the allowable amount of power set by the allowable value setting unit (14).
