PROBLEM TO BE SOLVED: To provide a light diffusion plate that can make bright unevenness in accordance with a configuration of a light source effectively inconspicuous without inducing excessive light diffusion.SOLUTION: An illumination device 10 is arranged to face a plurality of light emission bodies 30. The illumination device includes: a substrate 45; and a light diffusion layer 50 that is formed on the substrate. The light diffusion layer includes: a main section 51; and a light diffusion component 52 that is diffused in the main section. The light diffusion layer has a plurality of protrusion sections 55 that are provided respectively in an area including a position so as to face each light emission body. A top section 55a of each protrusion section having the thickest in a thickness faces the light emission body to which each of the protrusion sections corresponds.
